The PORT command is not executed.

Check the points:

1) If you use Total Commander then check the version, preferably not lower than 6.

2) Try enabling passive mode in the ftp connection settings.

3) Check your firewall settings, try disabling it altogether.

4) If nothing helps, find out if your ISP is blocking port 21.
